About this opportunity

The Maryland State Highway Administration (MDOT/SHA) is requesting sealed bids for asphalt roof replacement at the Princess Anne Salt Storage Dome under IFB SODOME26SB, with bids due March 11, 2026 at 1:00 p.m. This is a Small Business Reserve procurement — award is limited to businesses certified by the Governor's Office of Small, Minority & Women Business Affairs (GOSBA). Bidders must affirm under penalty of perjury that they meet Maryland small business qualifications under Maryland State Finance and Procurement Article Section 14-501(c) and provide their certification number and qualification date.

The scope includes removal and disposal of existing three-tab asphalt shingles, underlayment, and edge flashings from the salt dome structure (approximately 82 feet in diameter, 48 feet in total height), followed by installation of new underlayment and architectural asphalt shingles per manufacturer and industry specifications. Contingent line items cover as-needed materials: 5/8" sheathing (20 units), and 2x4x12, 2x6x12, 2x8x12, and 2x10x12 lumber (5 units each), all with installation labor and fasteners. Vendors submit unit prices for each line item; MDOT/SHA is exempt from Maryland Sales and Use Taxes and Federal Excise Taxes, and bids must exclude sales tax.

Minimum qualifications require three years of asphalt shingle roofing repair and replacement experience, ownership of employee labor and equipment, SDAT registration in Maryland, manufacturer certification for installed shingles, and three or more professional references. Required insurance: commercial general liability of $1 million per occurrence and $2 million annual aggregate; workers' compensation of $1 million per occurrence; and automobile/commercial truck insurance compliant with Maryland requirements.

The contract is firm fixed price for a 75-day base period with no renewal options. All work must be completed and invoiced by June 30, 2026. Questions are due February 27, 2026 at 1:30 p.m. Public bid opening occurs March 11 at 1:00 p.m. at 10980 Market Lane, Princess Anne, Maryland 21853. No pre-bid conference or site visit is scheduled. Bids must be submitted through eMMA and remain irrevocable for 120 days following bid due date or until protest resolution.
