About this opportunity

Orange County, Florida is soliciting sealed offers for Sodium Hypochlorite through Invitation for Bids (IFB) Y24-1083, seeking to procure sodium hypochlorite for water supply and reclamation facilities across three geographic lots. The procurement is structured as an indefinite quantity term contract, with estimated annual quantities of 1,113,600 gallons for Lot A, 2,046,900 gallons for Lot B, and 2,035,000 gallons for Lot C. Vendors must provide sodium hypochlorite meeting ANSI/NSF Standard 60 certification, with 12.5% available chlorine and specific contaminant concentration limits. Key submission requirements mandate electronic responses through the ProcureNow OpenGov e-Procurement Platform, with all submissions due by July 9, 2024, at 4:00 pm EST. Potential bidders must submit questions by June 11, 2024, at 5:00 pm EST through the platform's question and answer module, with no direct contact permitted with the initiating division. The contract will have an initial one-year term with potential for four additional one-year renewals, and contractors must provide certified delivery reports including manufacturing date, percent sodium hypochlorite, and specific technical details.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The contract guarantees a minimum purchase of $3,000 during the initial contract period and allows for multiple award possibilities. Delivery will be made to multiple water supply and reclamation facilities across Orange County, with specific tank sizes and locations detailed in the procurement documents. The county reserves the right to evaluate bids based on responsiveness, responsibility, and alignment with the county's best interests. While specific budget ranges are not explicitly stated, the procurement covers substantial annual quantities of sodium hypochlorite across three distinct geographic lots. Vendors must demonstrate technical capabilities, including providing sodium hypochlorite that meets stringent quality and certification standards. The procurement approach suggests the county is seeking competitive, qualified suppliers capable of consistently meeting large-volume chemical supply requirements for municipal water and reclamation infrastructure.
