About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting quotes for sodium hypochlorite 12.5% solution for city recreation center pools, with quotes due October 27, 2026, at 1:00 PM EST (RFQ 550972). Questions close October 20, 2026, at 1:00 PM EST through the Bonfire Supplier Portal. Detroit-based business certifications unlock equalization credits of one to five percent depending on classification (Detroit Headquartered and Detroit Resident Businesses receive maximum five percent); the lowest equalized bidder wins provided the award does not exceed 12 percent above the lowest responsible bid or $100,000, whichever is less. The Purchasing Director may limit bidding to Detroit-based businesses, small businesses, or micro businesses when at least three certified firms are eligible.

The scope covers sodium hypochlorite 12.5% solution in one-gallon and five-gallon containers with delivery and unloading to six recreation facilities: Adams Butzel, Williams, Patton, Coleman Young, Heilmann, Northwest Activity Center, and Brennan Pool. Estimated annual quantities are 100 units (one-gallon) and 1,400 units (five-gallon), plus 100 delivery fees. All pricing must be all-inclusive; travel costs are nonreimbursable. Container charges must be separately identified as returnable for credit, non-returnable, included in commodity cost, or charged separately. Vendors must have minimum three years of experience providing sodium hypochlorite at similar scope.

The contract term is up to three years with renewal options requiring Detroit City Council approval. Quotes must be submitted through the Bonfire platform; late or emailed submissions are rejected. Vendors must register in the City of Detroit Vendor Portal. Required submissions include notarized affidavits, three years of financial statements, Certificate of Insurance with workers' compensation at Michigan statutory limits and employer's liability coverage of $500,000 per accident and disease, System of Awards Management registration, and Treasury Clearance documentation. The City reserves the right to make one or multiple awards based on low bid and contractor capability, reject any or all quotes, and terminate with 10 calendar days' notice for poor performance or 30 calendar days' notice by either party. Standard payment terms are NET 30 days from invoice receipt.
