About this opportunity
The Metropolitan Water District of Salt Lake & Sandy (Metro Water) is issuing an Invitation for Bid (IFB) for the supply of sodium hydroxide, a water treatment chemical used for pH adjustment at its two water treatment facilities—the Little Cottonwood Water Treatment Plant (LCWTP) and the Point of the Mountain Water Treatment Plant (POMWTP)—located in Utah. The estimated annual requirement is approximately 1,100,000 pounds of dry weight equivalent sodium hydroxide, to be delivered via bulk tanker trucks with a capacity of approximately 48,000 wet pounds per load. Qualified chemical suppliers must provide sodium hydroxide that meets American Water Works Association (AWWA) Standards and National Sanitation Foundation (NSF)/American National Standards Institute (ANSI) 60 standards, with pricing submitted as a fixed unit price per dry weight equivalent pound, inclusive of all materials, labor, transportation, fuel surcharges, demurrage, and delivery costs. Required qualifications include submission of a recent certificate of analysis, evidence of NSF/ANSI 60 certification and AWWA B501 compliance, a description of raw material sourcing and manufacturing processes, and comprehensive general liability insurance with a combined single limit of $2,000,000 per occurrence and automobile liability coverage of $2,000,000 per occurrence, with Metro Water named as an additional insured. The contract term is one year, commencing March 1, 2026, and continuing through February 28, 2027, with no renewal options specified. Bids must be submitted through Utah Public Procurement Place (U3P) by 9:00 a.m. on Tuesday, February 3, 2026, at which time they will be publicly opened and read aloud. Award will be made to the lowest responsible and responsive bidder.
The solicitation does not specify any set-aside designations or restrictions on the types of organizations eligible to respond, nor does it identify disadvantaged enterprise requirements or incumbent vendors. Metro Water is exempt from sales, use, and federal excise taxes, and this information should be reflected in pricing considerations. The contract is non-exclusive, and Metro Water reserves the right to procure sodium hydroxide from other sources during the contract term, meaning actual quantities will vary based on raw water quality, treatment requirements, and operational needs, with no guarantee of minimum purchases implied. No bidders' conference or site visit requirements are mentioned in the solicitation documents. While specific award values or budget ranges are not disclosed in the available documentation, the estimated annual requirement of 1,100,000 pounds provides potential contractors with sufficient information to develop competitive pricing proposals based on their fixed unit price structure.
