The product must meet 38% ± 1% sodium bisulfite concentration by weight, be manufactured within 60 days of delivery, carry NSF/ANSI Standard 60 certification, and be accompanied by Material Safety Data Sheets and Certificates of Analysis. Delivery is strictly limited to 7:00 a.m. to 2:00 p.m. Bidders must submit separate line-item pricing for routine scheduled deliveries (per gallon including transportation and handling), emergency after-hours deliveries (within four hours of request), and ancillary charges such as fuel surcharges or minimum load fees. Delivery terms are FOB Destination.
Contractors must demonstrate a minimum of five years of experience in bulk chemical delivery, maintain current HAZMAT endorsements for all drivers, and provide at least three references from comparable municipal facilities. Insurance requirements include general liability ($1 million each occurrence), commercial automobile liability ($1 million per accident), pollution liability ($1 million per claim/$2 million aggregate), and workers' compensation coverage.
The initial contract term is 12 months beginning July 1, 2026, with the option for up to two additional one-year renewals upon mutual agreement, provided either party provides 60 days' written notice of termination prior to expiration. The Town reserves the right to reject any or all bids and award to the lowest responsible and qualified bidder. Questions are due July 3, 2026 at 3:00 p.m. A site walk is available upon request through Joseph Couture, Assistant Facility Superintendent, at wpcf@killinglyct.gov or (860) 779-5392.
