About this file
This is an addendum to a sealed proposal solicitation issued by the Town of Killingly, Connecticut for sodium bisulfite delivery services to the Killingly Water Pollution Control Facility (KWPCF). The Town seeks qualified contractors to supply approximately 1,000 gallons per shipment with total annual consumption estimated at 2,000 gallons. The product must meet 38% ± 1% sodium bisulfite concentration by weight, be manufactured within 60 days of delivery, carry NSF/ANSI Standard 60 certification, and be accompanied by Material Safety Data Sheets and Certificates of Analysis. Sealed proposals are due July 13, 2026 at 10:00 a.m. at the Office of the Town Engineer, Killingly Town Hall, 172 Main Street. Questions must be submitted by July 3, 2026 at 3:00 p.m., and a site walk is available upon request through Joseph Couture, Assistant Facility Superintendent, at wpcf@killinglyct.gov or (860) 779-5392. The initial contract term is 12 months beginning July 1, 2026, with options for up to two additional one-year renewals upon mutual agreement, provided either party provides 60 days' written notice of termination prior to expiration.
Bidders must submit separate line-item pricing for routine scheduled deliveries (per gallon including transportation and handling), emergency after-hours deliveries (within four hours of request), and ancillary charges such as fuel surcharges or minimum load fees, with delivery terms FOB Destination. Delivery is strictly limited to 7:00 a.m. to 2:00 p.m. Contractors must demonstrate a minimum of five years of experience in bulk chemical delivery, maintain current HAZMAT endorsements for all drivers, and provide at least three references from comparable municipal facilities. Insurance requirements include general liability ($1 million each occurrence), commercial automobile liability ($1 million per accident), pollution liability ($1 million per claim/$2 million aggregate), and workers' compensation coverage. The Town includes an affirmative commitment to ensure disadvantaged business enterprises are afforded full opportunity to submit bids and will not be discriminated against based on race, color, national origin, or sex in award consideration. The Town reserves the right to reject any or all bids and award to the lowest responsible and qualified bidder.
