About this opportunity

The Illinois State Police Special Operations Command (SOCOM) is procuring eight 16-foot tandem axle open utility trailers with associated hitch and equipment assemblies through the State of Illinois. The trailers must meet exacting specifications including a minimum 6.5-foot width, dual axles rated at a minimum 3,500 pounds per axle (7,000 pounds GVWR), pressure-treated wood decking, and heavy-duty steel construction with black powder-coated corrosion-resistant finish. Each unit must be equipped with DOT-approved LED lighting, all-wheel brakes, leaf spring suspension, a 2-5/16" ball coupler, a tongue jack with minimum 5,000-pound capacity, radial tires (load range D or better), a 4-foot tall rear ramp gate, and tie-down provisions via stake pockets and/or D-rings; the trailers must be capable of hauling Polaris General XP1000 or Can-Am Defender vehicles. Additionally, eight hitch and ball mount assemblies rated for 7,000 pounds GVWR must be supplied, each featuring 2-inch shanks with 2-inch drops, 2-5/16-inch balls, and 5/8-inch hitch pins with clips. All trailers must include a spare radial tire and mount meeting load range D specifications, comply with all applicable DOT and state regulations, and include a minimum one-year manufacturer warranty. Delivery of all eight units is required to 4700 Rodger Street in Springfield, Illinois within 60 days of contract signature, with a posted deadline of March 6, 2026.

All vendors and subcontractors must execute the Standard Illinois Certifications document, which establishes 34 comprehensive compliance requirements covering eligibility, legal compliance, ethical conduct, and operational standards. These certifications address criminal history restrictions, debarment status, tax obligations, environmental compliance, labor standards, drug-free workplace policies, equal employment opportunity, cybersecurity requirements, and political contribution restrictions, with specific provisions including prohibitions on forced and child labor in foreign-made equipment, domestic product preferences for certain materials, and employment posting requirements on IllinoisJobLink.com. For contracts exceeding one year in duration, vendors must submit annual recertifications by January 1 of each fiscal year disclosing any changes affecting their ability to meet Article 50 requirements of the Illinois Procurement Code. Failure to comply with any certification requirement may result in contract voidification, vendor suspension or debarment, payment denial, civil fines, criminal penalties, or liability under the Illinois False Claims Act. The specification sheet does not identify any incumbent vendors, existing infrastructure requiring integration, set-aside designations for disadvantaged enterprises, or specific award values or budget ranges.
