About this opportunity

The State of Illinois, through Danville Correctional Center, is soliciting bids for a Basic Ordering Agreement (BOA) to procure raw fabric materials in quantities exceeding $50,000. The procurement seeks 10,000 yards each of two specific textile products: Bright White 5.0oz 100% polyester tropical weave with moisture-wicking technology (Pantone 11-0601 TCX) and Charcoal 1480 Gray 5.0oz-5.5oz 100% polyester tropical weave with moisture-wicking technology (Pantone 18-0601 TCX). Both fabrics must be 60 inches wide in continuous rolls with finished edges, soft hand, and a 1.5-inch minimum core size, with all materials required to be color-fast to water and shipping overage not to exceed 1%. Vendor samples of one square yard per requested color must be submitted for approval by Danville Correctional Center prior to bid award and order confirmation. Bids are due by 11:00 a.m. CDT on January 2, 2026, with delivery required no later than 30 days from contract execution. The contract term begins upon final signatures and extends through June 30, 2026 (contract number 26-426DOC-DANVI-B-50149). Pricing must be quoted as net unit prices with all trade and quantity discounts deducted, displayed on an F.O.B. Destination basis with all transportation and handling costs included and paid by the contractor. All deliveries are accepted Monday through Friday from 9:00 a.m. to 3:00 p.m., excluding state holidays, at the facility's warehouse receiving dock.

The solicitation document does not specify set-aside designations or restrictions limiting responses to particular organization types or disadvantaged enterprises. Vendors must be registered in BidBuy to be considered for award, and electronic submission is the only accepted method. The State reserves the right to award the bid in whole or in part and requires compliance with all State of Illinois standard terms and conditions, including prevailing wage compliance and specific insurance requirements: General Liability coverage of $1,000,000 per occurrence/$2,000,000 aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation as required by law. All supplied materials must include a 12-month warranty, and the contract is contingent upon appropriation of funds.
