About this opportunity

The Maine Department of Defense, Veterans and Emergency Management — Military Bureau is requesting quotations for snowplowing and sanding services at the Waterville Armory (74 Drummond Avenue) and Waterville WMD (1 Armory Road) under RFQ 15A260622-0319 rev1, with quotations due July 28, 2026 at 4:00 p.m. via the State of Maine Vendor Self Service e-procurement system. A mandatory walk-through is scheduled for July 21, 2026 at 9:00 a.m.; coordination must be completed by noon on July 20 by contacting Mark Turmelle at 207-324-2315.

The scope covers clearing and sanding 104,210 square feet across both facilities, with main entrances cleared by 6:00 a.m. and parking lots and sidewalks cleared without interruption. The contractor must respond to 24/7 snow removal notifications at certain facilities and perform additional services including shoveling of walkways, handicap ramps, and stairs. Performance is evaluated monthly with automatic termination eligibility triggered by three consecutive poor-performance ratings. The contractor is responsible for all equipment, personnel, supplies, compliance with federal and state regulations, and restoration of any damages caused by plowing operations.

The contract commences November 1, 2026 and extends through October 31, 2027, with four optional one-year renewal periods through April 30, 2031. Pricing is structured as fixed monthly payments divided equally across the six-month snow season (November–April). The incumbent contractor, Manter Construction of Maine, Inc., previously held the contract at $27,000 annually. Award will be made to the lowest compliant bidder on a best value basis.

Bidders must submit detailed cost responses via the supplied Excel worksheet, a Bid Cover Page and Responsible Bidders Certification, a Disaster Recovery Plan, equipment documentation (minimum of one 7.5-foot-swath plow truck, one truck-mounted sander, two five-yard front-end loaders, and two ten-yard dump trucks), and Certificates of Insurance with General Liability of $1 million minimum, Worker's Compensation at state minimum, and Business Auto coverage of $500,000 minimum. All contractor personnel must pass federal background vetting before accessing facility grounds. Questions are due by noon on July 22, 2026.
