About this opportunity
The City of Atlantic City, New Jersey, is soliciting sealed bids from licensed contractors for as-needed snow plowing services under BID 26-58R, due Wednesday, November 4, 2026 at 2:00 PM through BidNet Direct. The solicitation imposes Affirmative Action and Contract Compliance requirements, including good faith efforts documentation for minority and women business enterprise utilization, and it prohibits subcontracting, so all personnel must be direct employees of the contractor.
The City will establish a roster of responsive and responsible contractors with pre-set hourly rates across four equipment categories: trucks up to two tons with an 8-foot plow and salt spreader, trucks two tons or greater with a 9-foot plow and salt spreader, front-end loaders with a minimum 2.5 cubic yard bucket, and small loaders or loader/backhoes with a minimum 1 cubic yard bucket. Plow trucks must carry break-away plows, and all equipment must be DOT approved, licensed, registered, and insured. Operators must be licensed and have at least three years of snow plowing experience, including large-scale snowstorm experience. Contractors must respond to service requests within two hours and provide 24/7 availability with designated contacts. Work is performed on various City streets, supplementing the Department of Public Works, and the City does not guarantee utilization of any contractor.
Bids must include all-inclusive equipment rates covering equipment, tools, transportation, fuel, maintenance, insurance, and overhead, plus labor rates for Laborer Foreman, Operator, and Driver at standard, overtime, and double-time. Contractors are selected on an as-needed basis in order of lowest to highest hourly rate. Bids must also include a New Jersey Business Registration Certificate, a Public Works Contractor Registration Certificate, proof of insurance, three local references, an equipment list, and operator information with resumes subject to City review. Required coverage includes Commercial General Liability of $1 million per occurrence and $2 million general aggregate, Comprehensive Automobile Liability of $1 million combined single limit, Umbrella Liability of $2 million, and Workers' Compensation with $500,000 limits, with the City named as Additional Insured. Contractors must comply with the New Jersey State Prevailing Wage Act and provide Russia-Belarus and Iran investment certifications.
The contract period runs five months, December 1, 2026 through April 30, 2027. The City pays within thirty days of invoice submission with approved work reports, may terminate with ten days' notice, and may increase quantities up to twenty percent during the first twelve months.
