About this opportunity
The State of Wyoming Department of Administration and Information, Purchasing Section, on behalf of the Wyoming Division of State Parks, Historic Sites and Trails, is requesting bids on snowmobile trail grooming and maintenance services for the Dubois/Sheridan Basin area, with bids due October 1, 2026 and questions due September 24, 2026.
The contractor will groom and maintain approximately 65 miles of designated snowmobile trails at elevations up to 10,000 feet. The grooming season runs tentatively from December 1, 2026 through March 31, 2027 (17 weeks), with anticipated grooming 4 to 6 nights per week and average weekly mileage of 230 to 260 miles depending on snow conditions. The contractor must provide all grooming equipment, including at least one self-propelled tracked tractor with diesel engine, minimum 170 HP, front-mounted hydraulically-operated 12-way blade, and acceptable models not older than 2020 with maximum 2,000 hours on the primary unit; multi-blade grooming drags (such as Mogul Master or state-approved alternatives) not older than 2015; and backup equipment and operators. Bidders must have a minimum of five years of snowmobile trail grooming experience and must meet 100 percent of minimum tractor and drag specifications, with no exceptions granted for non-compliance. Proof of current equipment ownership or a purchase agreement contingent on bid award must accompany the bid.
Compensation is based on per-mile groomed and per-hour dozed rates. Tentative grooming funds available for 2026–2027 range from $140,000 to $180,000, with final budget set by October 31, 2026. The contract term is one year with an option to extend for up to four additional one-year periods by mutual written agreement, though no right or expectation of extension exists. The lowest bid price per mile is the sole award indicator after the bidder meets all area-specific minimum specifications. The contractor must attend a mandatory one-day Grooming Contractor's Meeting in Lander at the contractor's expense, maintain liability insurance, submit weekly work logs, coordinate schedules with SPHST staff, and allow electronic tracking devices on grooming tractors. Wyoming resident preference under Wyoming Statutes 9-2-3204(b)(iv)(G) applies. All submissions must be completed through the Public Purchase online bidding system; paper and email submissions will not be accepted.
