The contractor will be responsible for grooming and maintaining approximately 65 miles of designated snowmobile trails at elevations up to 10,000 feet, including clearing downfall timber and providing properly compacted snow trails free of holes, divots, berms, or ridges. The contractor must provide all grooming equipment, including self-propelled tracked vehicles meeting minimum specifications (at least one tractor with preference given for a second backup tractor), multi-blade grooming drags, and backup equipment and operators. The tentative grooming season runs from December 1, 2026 through March 31, 2027 (17 weeks), with grooming anticipated 4 to 6 nights per week and average weekly mileage of 230 to 260 miles depending on snow conditions. Bids must be submitted through the Public Purchase On-Line Bidding System by 2:00 p.m. on October 1, 2026, with questions due by 10:00 a.m. on September 24, 2026. A one-day Grooming Contractor's Meeting is required in Lander, Wyoming in the fall at the contractor's expense. The contract term is one year with an option to extend for up to four additional one-year periods by mutual written agreement, though no right or expectation of extension exists.
Compensation will be paid on a primary basis of per-mile groomed and per-hour dozed rates at bid prices to cover all contractor operating costs including equipment acquisition, depreciation, maintenance, repair, fuel, labor, and insurance. Secondary payment rates for hourly trail dozing, trail signing, or trail maintenance may be included at SPHST's discretion. The lowest bid price per mile will be the sole award indicator after the bidder qualifies by meeting all area-specific minimum specifications and requirements; in case of price ties, the lowest equipment hours and department discretion will determine the award. Tentative grooming funds available for the 2026-2027 season range from $140,000 to $180,000, with final budget set by October 31, 2026. Bidders must have a minimum of five years of snowmobile trail grooming experience and must meet 100 percent of minimum tractor and drag specifications, with no exceptions granted for non-compliance.
