The scope covers snow plowing, removal, sanding, and de-icing for all driveways and parking lots across an 8-building campus spread over half a mile. Services are required seven days per week during any snow event. The contractor must complete surface treatment (no plowing) for accumulations of 0.9 inches or less, and full plowing with salting, sanding, and de-icing for accumulations of 1 inch or more. Pricing must remain firm for the entire contract term unless adjusted for Connecticut General Statutes Section 31-57f standard wage rate increases, with labor cost increases allowed only when documented. The contractor must submit a detailed price schedule including per-storm costs for various snow accumulation ranges, authorized additional sanding and salt/de-icing applications, and hourly rates for on-site and off-site removal.

The contractor must carry $1 million Combined Single Limit commercial general liability insurance and workers' compensation insurance meeting statutory requirements. Evaluation criteria include cost and rate reasonableness, depth and quality of experience with similar services, quality of proposed service plans, equipment quality and quantity, references, and demonstrated ability to comply with Connecticut contracting requirements. The RFP requires documentation of good faith efforts regarding minority business participation, though no specific set-aside is identified.
