About this opportunity

The State of Illinois, through Central Management Services, is soliciting competitive bids for snow removal and de-icing services at facility G1221, located at 919 Route 14, Carmi, Illinois 62821, in Washington County. This Invitation for Bid (IFB) requires the selected vendor to provide comprehensive snow removal services including clearing all paved areas, roadways, parking lots, and pedestrian walkways using environmentally friendly de-icing products compliant with Illinois environmental regulations. Snow removal services must commence when local accumulation reaches two inches or upon Facility Manager request, with all areas cleared by 7:00 A.M., and services must be performed seven days per week, including weekends and holidays throughout the contract term of October 1, 2026, through April 30, 2029. The vendor must respond to emergency service requests within two hours, maintain a designated contact person with working cell phone and email, supply all labor, materials, and equipment, and comply with prevailing wage requirements if applicable. Bidders must submit all required documents electronically through BidBuy no later than May 4, 2026, including an IPG Active Registered Vendor Disclosure, an Offer to the State of Illinois, and a Business Enterprise Program/Veterans Small Business Program Utilization Plan, with written questions due no later than 72 hours before the bid opening. The State will award to the lowest priced responsive and responsible bidder, and all bids must remain firm for 180 days from opening.

This procurement is designated as a Small Business Set-Aside (SBSA) solicitation, requiring all bidders to be registered as a small business in the Illinois Small Business Set-Ahead Program and actively registered in the Illinois Procurement Gateway at the time of bid opening. Vendors claiming the Illinois Business Preference or Domestic Product Preference may do so through the submission of appropriate affidavits or line item descriptions in their bids. The vendor must maintain general commercial liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law, with the State named as an additional insured; no subcontracting is permitted under this contract. All vendors must certify compliance with 33 distinct certification requirements covering legal, ethical, financial, and operational standards, including verification of legal entity status, absence of felony convictions, no delinquency on state debts, compliance with environmental and labor laws, drug-free workplace standards, and non-participation in boycotts or discriminatory practices. The contract pricing is estimated rather than firm, with the total maximum amount to be determined by the State prior to execution, and a $15 administrative fee will be deducted from the first check issued to any awarded vendor for contracts of $1,000 or more. The resulting contract may be partially or totally funded with Federal funds, with the percentage and dollar amount to be disclosed upon notice of award.
