About this opportunity
The Parkway School District in Missouri is seeking qualified local contractors to provide on-demand snow removal services for the 2025-2026 winter season. The procurement, designated as Bid Proposal Number 26-03, aims to secure up to five drivers with plows to handle snow removal at three high schools: Parkway South, West, and North High Schools located in Manchester, Chesterfield, and St. Louis. Contractors will be responsible for plowing parking lots, driveways, and sidewalks, with critical requirements including completing work at least one hour before school opening and removing trucks before school dismissal. The district will activate these services when snow accumulation reaches one inch or more, with contractors providing their own fuel and communication devices. The bid was posted on July 24, 2025, with the original closing date of August 7, 2025, subsequently extended to August 19, 2025, at 3:00 PM. Evaluation criteria will include driver availability, geographical location, past district experience, proposed hourly rates, and comprehensive insurance coverage.
The procurement does not specify explicit set-aside designations for disadvantaged enterprises, but the district demonstrates a preference for Missouri-based businesses and requires all contractors to comply with the Federal Work Authorization Program (E-Verify). Vendors must complete an affidavit confirming they are not knowingly employing unauthorized aliens and must provide documentation of E-Verify participation for employees working on contracted services. The contract will be awarded on a "lowest and best" bid basis, considering factors such as specification compliance, vendor supply capabilities, and financial strength. While no specific budget range is explicitly stated, the contract is structured as an as-needed hourly service with no guaranteed minimum service quantities. The initial contract term is for one winter season, with potential for multi-year proposals and the district reserving the right to terminate the agreement after the first year without penalty. Invoicing will require detailed documentation of location, date, number of drivers, and hours worked.
