About this opportunity

The Transit Authority of Lexington-Fayette Urban County Government (Lextran), a Kentucky-based mass transportation agency serving Fayette County, is issuing Request for Proposals (RFP 2026-04) for comprehensive snow removal services at two primary facilities: the headquarters at 200 West Loudon Avenue and the Transit Center at 150 East Vine Street in Lexington, including Beck Alley and the High Street electric charger area. The scope of services encompasses snow plowing of parking lots and vehicle yards, brushing of permeable pavers and sidewalks, clearing between parked buses, ice melt and salt applications, and de-icing of entryways, with a critical requirement that all overnight snowfall be cleared by 4:30 AM to accommodate morning bus operations. Proposers must demonstrate adequate insurance coverage with minimum combined single limits of $10,000,000 for commercial general liability and business automobile liability per occurrence, provide detailed cost breakdowns by service type including hourly rates for plowing and brushing operations and per-pound rates for ice melt and salt applications, submit three professional references, and evidence of personnel qualifications and operational capacity. Evaluation will employ a best-value procurement methodology weighted across four criteria: overall value to Lextran including cost (30 percent), demonstration of understanding of Lextran's needs (30 percent), response times and communication procedures (20 percent), and firm experience and qualifications (20 percent). A non-mandatory pre-proposal meeting is scheduled for April 21, 2026, at 1:30 PM via Zoom, and a facility tour is available on April 24, 2026, at 2:00 PM. All questions and requests for clarification must be submitted by end of day on Friday, May 1, 2026, through Lextran's eProcurement Portal, with responses provided by May 15, 2026. Proposals must be submitted electronically by 2:00 PM Eastern Time on Wednesday, June 3, 2026, with contractor award targeted for July 22, 2026, and contract commencement on November 21, 2026.

This procurement is not restricted to specific organizational types, though Lextran encourages the utilization of certified Disadvantaged Business Enterprise (DBE) firms through race-neutral means; however, no specific DBE participation goal is designated for this contract. All proposers must submit required federal certifications including non-collusion affidavits, debarment and suspension certifications, procurement integrity certificates, and lobbying restrictions certifications, all of which must be notarized where applicable. Because Lextran is a recipient of federal FTA funding, all federal procurement requirements, civil rights provisions, clean air and water standards, and drug and alcohol testing regulations apply to the contract award. No incumbent contractor information is disclosed in the procurement documents. The contract is structured as a two-year base term with three additional one-year renewal options, extending potential service through November 2031, and Lextran is tax-exempt, providing an exemption certificate to the awarded contractor with payment terms set at net thirty days after invoice receipt and service delivery. Specific budgetary amounts or award values are not disclosed in the RFP documentation.
