About this file

This is a Certification of Restrictions on Lobbying form applicable to federal contract awards and related state and local contract opportunities, including proposals submitted to Dorchester County, South Carolina; the Town of Berlin, Connecticut; the City of Doral, Florida; and the Transit Authority of Lexington-Fayette Urban County Government (Lextran) in Kentucky. The primary contract opportunities include disaster logistics support services for Dorchester County requiring rapid deployment of emergency resources within 8 hours and establishment of a 10,000 square-foot warehouse within 120 hours; a pedestrian improvement engineering services contract with the Town of Berlin for sidewalk installation on six streets near Willard and Hubbard Elementary Schools with a projected construction cost of $3,050,000; structural repairs at a fire station with an engineering estimated budget of $100,000; planning and zoning consulting services for the City of Doral; and snow removal services for Lextran with a proposal deadline of 2:00 pm eastern time on Wednesday, June 3, 2026. The Dorchester County disaster logistics RFP has a question deadline of July 25, 2025 at 5:00 pm and proposal due date of August 12, 2025 at 2:00 pm, with a one-year contract term and up to four additional one-year renewal options. The Town of Berlin requests questions by end of day on Friday, May 1, 2026, and Lextran similarly requires all questions and clarifications to be submitted by the same deadline.

The certification form mandates that no federal appropriated funds shall be used for lobbying activities, and any non-federal funds used for lobbying purposes must be disclosed via Standard Form-LLL. All sub-recipients and sub-awardees must include identical certification language in their award documents and certify compliance accordingly. The form requires execution by an authorized company representative with company name, address, contact information, and signature. Failure to file the required certification subjects violators to civil penalties ranging from $10,000 to $100,000 per violation. No specific pricing terms, set-asides, incumbent information, or total contract values are explicitly stated in this certification document itself; however, the related contract opportunities indicate evaluation criteria weighted at 20% each across responsiveness, methodology, experience and qualifications, cost, and references. Federal funding sources include the Carbon Reduction Program administered by the Connecticut Department of Transportation for the Town of Berlin project.
