About this opportunity

The City of Waterbury, Connecticut is soliciting qualifications from multiple snow plowing operators under RFQ 8968 for citywide snow plowing and sanding and/or heavy-duty snow removal with wheel loaders for the 2026-27 season, with responses due November 13, 2026 at 11:30 a.m. This is a re-issuance of RFQs 8926 and 8956, which closed September 15 and October 27, 2026. Vendors with timely responses to either prior RFQ need not resubmit, and the City's Purchasing Department will confirm receipt on request. No set-aside or preference program applies.

Item 1 covers plowing and sanding of City roads at City-set hourly rates: $150.00 for light duty, $200.00 for medium duty, $250.00 for heavy duty with sanding and plowing, and $90.00 for plowing only. Item 2 covers heavy-duty trucking and snow removal with wheel loaders, where vendors set their own hourly rates for four- and five-cubic-yard wheel loaders and for eight- to ten-yard and larger dump trucks. All rates include equipment, operator, fuel, and insurance. The City pays a four-hour minimum per vehicle per callup event. Eligible vendors may receive a one-time City Minimum Payment of $2,500.00 per assigned vehicle if services are never requested, the vendor fully complies with the agreement, and no other City payments are received. Payment terms are Net 60 days. Prices must exclude excise, transportation, and sales taxes, from which the City is exempt.

Insurance requirements are General Liability of $1 million per occurrence and $2 million aggregate, Auto Liability of $1 million combined single limit, statutory Workers Compensation, and Excess/Umbrella Liability of $1 million per occurrence and aggregate. The City must be named additional insured on a primary and non-contributory basis, except for Workers Compensation, and coverage must be in force by November 13, 2026. Vendors must submit Attachment A (Vendor's Qualification Statement), Attachment B (Vehicle Information Sheet for each proposed vehicle), and Attachment C (Addendum Acknowledgement and Non-Collusive Affidavit).

The agreement period runs November 1, 2026 through April 30, 2027, and equipment inspections must be completed by November 20, 2026. Selection is two-stage: short-listing against stated evaluation criteria with potential interviews, followed by contract negotiations. Responses go to Kevin McCaffery, Director of Purchasing, 235 Grand Street, Room 103, Waterbury, CT 06702, and RFQ documents are available through the City's ProcureWare site. Inquiries go to Maureen McCauley at 203-574-6748 or mmccauley@waterburyct.org.
