About this opportunity
Hamilton County, Tennessee is requesting sealed bids for unit pricing contracts on installation and removal services for snow-plowable raised pavement markers throughout the county, with bids due October 13, 2026 at 10:00 a.m. ET. Vendors must be on the Tennessee Department of Transportation's approved list and have a minimum of five consecutive years of experience in installation and removal of snow-plowable raised pavement markers — a capability gate that narrows the bidder pool significantly.
The scope covers unit pricing for installation of single-sided white markers, single-sided yellow markers, double-sided yellow markers, and two-color markers; removal of previously installed markers; and mobilization fees. All work must comply with TDOT specifications, be performed Monday through Friday during normal business hours unless written County approval is obtained, and be supervised on-site by the vendor. The County will inspect all work prior to payment and retains the right to divide services among multiple vendors or assign work to County personnel. The County is not obligated to guarantee any specific volume of work during the contract term and will not reimburse contractors for materials used on non-County projects.
The initial contract runs one year with three optional one-year renewal periods. Payment is unit-price-based for materials installed only; travel time is not reimbursable and fuel surcharges are prohibited. All prices must remain fixed throughout each contract term except at renewal, which requires documented justification submitted to the County at least 90 days prior to the contract anniversary date.
Bidders must provide business history, experience documentation, business financials, a detailed asset inventory with specifications, and references from five organizations that completed similar work within the previous 24 months. Contractors must carry a minimum of $2,000,000 Commercial General Liability Insurance, $1,000,000 Business Automobile Liability Insurance, and Workers' Compensation with Employers' Liability of $1,000,000, with Hamilton County named as an additional insured. Sealed bids are to be delivered to the Hamilton County Procurement Department at 455 N. Highland Park Avenue, Chattanooga, TN 37404.
