About this opportunity

The City of Philadelphia Procurement Department, on behalf of the Free Library of Philadelphia, is soliciting quotes for Snow & Ice Removal Services in Region 5 (Mid to Lower North Philadelphia) under small order purchase B2728333, with quotes due November 13, 2026 through PHLContracts. Sellers must quote every line item to be eligible, and the City will award as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder.

A signed Consent and Authorization Agreement must be on file in the vendor profile or attached to the first quote before bid closing, or the quote is non-responsive. The seller checklist states the LBE Program does not apply to small purchases, while the terms reference LBE bid preferences under Philadelphia Code Chapter 17-109 "when applicable." Submission of the LGBTQ Applicant Opportunity Data Form is voluntary.

Scope covers snow and ice removal services in Region 5, with winter services running November 1 through March 31 annually. Work may not begin until a Purchase Order is issued and the City requests performance. Required insurance includes workers' compensation at statutory limits, general liability of $500,000 per occurrence combined single limit, and automobile liability of $300,000 per occurrence for owned, non-owned, and hired vehicles.

The maximum contract value is $99,000, adjusted annually by the percentage change in CPI-U from January 1, 2020, and rounded to the nearest $1,000. The initial term runs November 1, 2026 through October 31, 2027, with up to three additional one-year renewals at the City's sole discretion, for a maximum of four years. Price increases are capped at 4 percent per renewal period and reflect whichever is less, the Philadelphia CPI-U change or 4 percent; requests require written notice at least 30 days before contract expiration. Price decreases may be submitted at any time. Prices must be quoted net and exclusive of taxes on an FOB Destination basis, and payment follows delivery and City approval by electronic deposit. Pennsylvania law governs, with jurisdiction in the Court of Common Pleas of Philadelphia County.
