About this opportunity

The Michigan Department of Natural Resources is requesting proposals for snow and ice removal services at the Cadillac Customer Service Center (DNR Parks and Recreation Division) under RFP No. 260000002536, with proposals due at 3:00 p.m. Eastern on September 17, 2026 and questions due by 3:00 p.m. Eastern on September 10, 2026.

The scope encompasses automatic snow plowing (three-inch accumulation threshold, completed by 7:00 a.m. Monday–Friday excluding state holidays), on-call removal within two hours of request, shovel and snow-blower removal from building entrances and sidewalks, application of state-approved deicer to entrances and sidewalks, parking-lot deicing on demand, and accumulated snow-bank relocation. The contractor must provide all labor, equipment, tools, materials, and supervision; maintain a 24-hour contact number; and submit signed service receipts documenting date, time, and services performed. A minimum of one pickup truck with V-plow and backup equipment are required. The contractor must conduct facility inspections by September 30 and May 1 annually to identify hazards and assess damage, with repairs completed by June 1 or invoices subject to credits. Liquidated damages are $5,000 per event plus $100 per day for late or improper completion. The contractor must comply with ADA accessibility standards and certify that products do not contain mercury, brominated flame retardants, or PFAS unless specific exceptions are provided.

Pricing is submitted via Schedule B and must remain firm for 365 days from contract effective date. The estimated pricing structure requires per-occasion rates for automatic plowing and shoveling (estimated 20 occasions annually), automatic and on-call deicing (estimated 6 occasions annually), and on-call accumulated snow removal (estimated 2 occasions annually). The contract term is three years with the option for up to two additional one-year renewals at the State's sole discretion, effective October 1, 2026 through September 30, 2029. The State will evaluate proposals on a best-value basis with Pass/Fail sections for Statement of Work and required documentation; consideration includes economic-impact factors such as Michigan resident employment and job creation. Contracts valued at $250,000 or more require State Administrative Board approval. The contractor must maintain Commercial General Liability ($1 million each occurrence), Automobile Liability ($1 million per accident), and Workers Compensation coverage with the State named as additional insured. All proposals must be submitted electronically through www.michigan.gov/SIGMAVSS and become public records upon receipt subject to Michigan's Freedom of Information Act.
