About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, Office of Building and Mechanical Services is requesting bids for snow and ice management services at five Frankfort facilities under RFB 785 2700000082, with bids due October 26, 2026 at 1:30 PM ET. The bid closing date was extended from October 19; vendor questions were due October 9 with Commonwealth responses provided October 12.
The scope covers vehicle use areas, pedestrian walkways, stairs, and ramps at Berry Hill Campus, Bush Building, KHEAA, Old State Capital & Annex, and Kentucky State Office Building Visitors Parking Lot. Services are required during standard business hours of 7:00 AM to 5:00 PM Monday through Friday, with extended hours for certain facilities including the Capitol during legislative session (5:00 AM to 12:00 AM). The vendor must supply all equipment (minimum three-quarter-ton four-wheel-drive trucks with plows and salt spreaders, skid steer equipment, and hand-operated gear for pedestrian areas), labor, materials (sodium chloride or approved deicers), and supervision. Vendors need not own all equipment but must readily provide each type when requested.
The contract runs one year from award through August 31, 2027, with four optional one-year renewal periods. Award is based on best value: 95 points for price (lowest price receives maximum points) and 5 points for years of experience. Kentucky resident bidder reciprocal preference and qualified bidder preferences for Kentucky Correctional Industries and nonprofit agencies serving individuals with severe disabilities apply.
Vendors must submit all pricing electronically through the Kentucky eProcurement system (paper and email bids are rejected), register in the Vendor Self Service System (24–48 hours required), provide detailed equipment specifications and literature, and submit proof of commercial general liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability insurance if applicable, and affidavits addressing campaign finance compliance, illegal immigrant employment, and resident bidder status. Kentucky tax registration and, if applicable, Secretary of State registration certificates are required before award. Prices must exclude federal excise tax and Kentucky sales and use tax, remain firm for twelve months, and billing is in quarter-hour increments for actual snow and ice abatement work only.
