About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Office of Procurement Services, is requesting bids to establish a master agreement for snow and ice control equipment available to all state agencies, political subdivisions, and higher education institutions throughout Kentucky, with bids due October 19, 2026 at 1:30 p.m. ET. This is an all-state master agreement with no predetermined quantities or spending limits; purchases will be made by various entities as needed throughout the contract term.

The scope covers pick-up truck snowplows (7–9 feet), dump truck snowplows (9–12 feet), plow blades, salt spreaders, de-icing equipment, snowplow mounting parts and accessories, and installation services. Pricing shall be submitted as discount percentages off published list price. Bidders must indicate whether they can offer installation services and on-site installation services, with corresponding hourly labor rates entered on the bid sheet. Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate is required; Automobile Liability Insurance is required if delivery or on-site services are provided.

Reciprocal preference applies to Kentucky resident bidders, and preferences apply to Kentucky Correctional Industries and qualified nonprofit agencies. Awards will be made using a best value criteria approach: 80 points for discount percentage, 15 points for installation capability and hourly rate, and 5 optional points for on-site installation capability. The initial contract period runs from award through April 30, 2028, with four optional two-year renewal periods available. All pricing must remain valid for a minimum of 60 calendar days after the bid due date, and price increases are prohibited during the first 12 months of the contract.

Written questions were due October 7, 2026 at 3:30 p.m. ET. An addendum addressing vendor questions was issued October 9, 2026. All bids must be submitted electronically through the Commonwealth's eProcurement system; paper bids are not acceptable. Vendors must be registered in the Kentucky Vendor Self Service System prior to submission. A bid reading will be held on the closing date via conference line at 3:30 p.m. ET.
