Snow and Ice Removal Services Countywide
Calvert County Government is requesting proposals for non-exclusive snow and ice removal services countywide under RFP 2027-015, with proposals due October 31, 2026 and pre-bid meetings scheduled for September 30 and October 21, 2026 at the County Administration Building in Prince Frederick, Maryland (virtual attendance available via Microsoft Teams). Amendment 1 moved the second pre-bid meeting from October 28 to October 21 and cancelled a November 18 meeting. The county intends to make multiple awards to establish a pool of qualified contractors. The scope encompasses labor, supervision, operators, vehicles, equipment, materials, and expertise for snow and ice removal, anti-icing, de-icing, hauling, maintenance of traffic support, and related winter weather response on roadways, ramps, bridges, parking lots, sidewalks, trails, Calvert County facilities, and Calvert County Public Schools locations. Services are activated through a three-stage process: Stage 1 (vendor qualification, rolling submissions), Stage 2 (vehicle inspection, insurance certificates, pricing submission, equipment statement), and Stage 3 (activation via purchase orders). The contract term is one year from execution with options for four additional one-year renewals, contract end not to exceed June 30, 2031. Automatic annual renewal occurs unless either party provides ninety calendar days' notice of non-renewal. Compensation includes pre-season retainer fees, hourly operating rates for equipment and operators (including contractor-provided fuel, oil, cutting edges, tire chains, cellular phones, and maintenance), redeployment pay, post-season retainer fees, and minimum payment guarantees. Class V vehicles and dump trucks with owner-supplied plows and spreaders receive a $6,000 minimum guarantee; pickup trucks with owner-supplied equipment and tractors with one-way plows receive $3,000 minimum. Standby time is paid at 50 percent of hourly rate. The county provides salt, sand, routes, and map books. Contractors must carry Commercial General Liability Insurance of not less than $1 million per occurrence / $2 million aggregate, Automobile Liability Insurance of not less than $1 million per accident, and Workers' Compensation insurance per Maryland law. Liquidated damages are $500 per piece per occurrence for failure to respond within two hours; $1,000 per piece per occurrence for non-response. Invoices are due within five working days of service completion; payment within thirty business days of receipt and approval.
