RFP 2027-015: Snow and Ice Removal Services Countywide
This Request for Proposals (RFP) is issued by the Board of County Commissioners of Calvert County, Maryland through its Procurement Office to establish non-exclusive contracts with qualified contractors for countywide snow and ice removal services. The solicitation seeks labor, supervision, operators, vehicles, equipment, materials, and expertise for snow and ice removal, anti-icing, de-icing, hauling, and maintenance of traffic support on roadways, ramps, bridges, parking lots, sidewalks, trails, and county facilities throughout Calvert County and Calvert County Public Schools. The procurement process operates in three stages: Stage 1 (Qualification of Vendors) accepts submissions on a rolling basis; Stage 2 (Ordering and pre-season readiness) requires vehicle inspection, insurance certificates, price form submission, and equipment statement completion; and Stage 3 (Activation) authorizes payment through purchase orders for pre-season retainers, snow event work, and post-season retainers. Pre-bid meetings are scheduled for September 30, 2026, and October 21, 2026, from 1:00 PM to 2:00 PM at the County Administration Building in Prince Frederick, Maryland, with virtual attendance available via Microsoft Teams. Amendment 1 changed the pre-bid meeting date from October 28 to October 21, 2026, and cancelled the November 18, 2026 meeting. The contract term is one year from the execution date with options for four additional one-year renewals, with the contract end date not to exceed June 30, 2031. Automatic annual renewal occurs unless either party provides ninety calendar days' notice of non-renewal prior to the contract anniversary date.
Compensation to contractors consists of pre-season retainer fees, hourly operating rates for equipment and operators during actual operations, redeployment pay where applicable, minimum payment guarantees for certain equipment types, and post-season retainer fees. Class V vehicles and dump trucks with owner-supplied plows and spreaders receive a $6,000 minimum payment guarantee; pickup trucks with owner-supplied equipment and tractors with one-way plows receive a $3,000 minimum guarantee. Standby time is compensated at 50 percent of the hourly operating rate. All hourly operating rates include equipment, operators, contractor-provided fuel, oil, cutting edges, tire chains, cellular phones, and equipment maintenance. The county provides salt, sand, routes, and map books to each contractor's drivers. Contractors must maintain Commercial General Liability Insurance of not less than $1,000,000 per occurrence with a $2,000,000 aggregate and Automobile Liability Insurance of not less than $1,000,000 per accident. Workers' Compensation insurance is required in accordance with Maryland state law. Liquidated damages of $500 per piece per occurrence apply when contractors do not respond to call-outs within two hours, increasing to $1,000 per piece per occurrence for failure to respond. Invoices must be submitted within five working days of service completion, with payment made within thirty business days of receipt and approval. Calvert County Government intends to make multiple awards to establish a pool of qualified contractors based on equipment type and condition, proximity, available coverage, documented performance, and other operational factors.
