About this opportunity

The Illinois State Police is soliciting bids under Invitation for Bid ISP-FOREN-B-54570 for snow and ice removal at the Chicago Forensic Lab, with bids due November 25, 2026. The procurement is a Small Business Set-Aside, and bidders must be registered with the Illinois Small Business Set-Aside Program when bids are due. The contract document itself states that no set-aside preferences are designated.

The vendor must plow and salt the parking lots, dock areas, driveway, gates, and visitor areas. Plowing is triggered at one inch or more of accumulation, and all snow removal and ice control must be complete by 5:30 a.m. on weekdays. Sidewalk snow removal and ice control may be added with prior approval from laboratory supervisors. The vendor must be on call 24 hours a day, seven days a week, and drivers must sign in and out at the Front Entrance Security Office, which gates billing. The vendor furnishes all labor, supervision, materials, equipment, and supplies, and subcontracting is not permitted. Required insurance is general commercial liability of $1 million per occurrence with a $2 million annual aggregate, auto liability of $1 million per occurrence, and workers' compensation as required by law. Prevailing wage requirements apply because the work falls under building and grounds services. Vendors with an active State of Illinois vendor registration must submit the IPG Active Registered Vendor Disclosure, and vendors without active registration must submit the Vendor Disclosure form.

The initial term begins on the last dated signature and ends April 30, 2028, with a maximum total term of ten years including renewal options and extensions. Pricing is estimated rather than firm, and the State will enter the maximum amount before contract execution. Award goes to the lowest priced responsive and responsible bidder. Bids must remain firm for 90 days from opening, and no bid or performance bonds are required. A $15 administrative fee applies to awards of $1,000 or more and is deducted from the first check issued to the vendor. The contract may be partially or totally funded with federal funds, with the percentage disclosed at award. Bidders submit electronically through BidBuy, with pricing entered in the Quote Items tab. A parking lot map is attached as a supporting exhibit. Protests go to the Protest Review Office within 14 days of solicitation posting or 14 days after learning of award rejection.
