About this opportunity

The Massachusetts Department of Public Health is requesting quotes for snow and ice removal services at Pappas Rehabilitation Hospital for Children in Canton, Massachusetts, under RFQ#FAC27MSA-069, with responses due October 28, 2026, at 3:00 p.m. and a mandatory site inspection on October 14, 2026, at 10:00 a.m. This is a Massachusetts Small Business Purchasing Program (SBPP) small procurement — preference is given to Massachusetts-based small businesses meeting SBPP eligibility criteria if they meet the best value evaluation criteria; non-SBPP participants are evaluated only if no eligible SBPP bidder meets requirements.

The scope covers 24/7 snow and ice management at 3 Randolph Street, Canton, maintaining safe access for patients, staff, visitors, emergency vehicles, and deliveries across the main building entrances, drive lanes, parking lots, fire lanes, loading docks, and ADA-accessible routes. Snow plowing commences at 1–2 inches of accumulation with continuous plowing during active snowfall; snow is relocated only to facility-approved storage locations. An initial response is required one hour prior to anticipated snow or icy conditions, with Priority 1 areas maintained continuously during winter events.

The estimated contract value is $150,000 across all potential renewals, with an annualized amount of $50,000. The contract term is 12 months beginning November 2, 2026, with two one-year renewal options extending through November 1, 2029. Contractors must submit detailed rate schedules for labor, equipment (plow trucks, 6-wheel plow trucks, skid steer loaders, front-end loaders), salting materials, and snow disposal by dump truck type, all on a portal-to-portal basis with a 3-hour minimum. The contract requires Electronic Funds Transfer payment. Questions are due October 21, 2026, at 10:00 a.m. to Kimberly Tracey at kimberly.tracey@mass.gov or 781-830-8475.
