Summary
This is a Request for Quotes (RFQ) issued by the Massachusetts Department of Public Health on behalf of Pappas Rehabilitation Hospital for Children (PRHC) for comprehensive snow and ice removal services at its facility located at 3 Randolph Street, Canton, Massachusetts. The procurement seeks a single contractor to provide 24/7 snow and ice management services to maintain safe access for patients, staff, visitors, emergency vehicles, and deliveries across all designated facility areas, including main building entrances, drive lanes, parking lots, fire lanes, loading docks, and ADA-accessible routes. Snow plowing services shall commence when snowfall accumulation reaches 1-2 inches, with continuous plowing during active snowfall events and snow relocated only to facility-approved storage locations. The RFQ mandates an initial response one hour prior to anticipated snow or icy conditions, with Priority 1 areas maintained continuously during winter events. A mandatory site inspection is scheduled for Wednesday, October 14, 2026, at 10:00 AM at the facility address. Written questions must be submitted by Wednesday, October 21, 2026, at 10:00 AM to Kimberly Tracey at kimberly.tracey@mass.gov. Quotes are due by Wednesday, October 28, 2026, at 3:00 PM via COMMBUYS, the state's online procurement portal. The anticipated contract duration is 12 months with an anticipated start date of November 2, 2026, and includes two one-year renewal options, with the final end date of November 1, 2029.
The total estimated value of the procurement across all potential renewals is $150,000, with an annualized amount of $50,000. Contractors must submit detailed rate schedules for labor (laborers), equipment (plow trucks, 6-wheel plow trucks, skid steer loaders, front-end loaders), salting materials, and snow disposal by dump truck type (6-wheel, 10-wheel, 30 cubic yard roll-off, tri-axle, and trailer), with all rates on a portal-to-portal basis with a 3-hour minimum. This is a Massachusetts Small Business Purchasing Program (SBPP) small procurement, meaning preference will be given to Massachusetts-based small businesses meeting specific eligibility criteria if they meet the best value evaluation criteria; non-SBPP participants will only be evaluated if no eligible SBPP bidder meets requirements. The contract requires Electronic Funds Transfer (EFT) payment, with vendors submitting monthly or bi-weekly invoices to PRHC's Accounts Payable Department. Performance monitoring will be conducted by the Director of Facilities or designee, with requirements including vehicle sign-in/out procedures, service logs provided within 48 hours of service, 24/7 on-call supervisor availability, and immediate reporting of hazards or property damage.
