About this opportunity

Portage County, Wisconsin, through its Purchasing Department, is seeking bids for snow and ice equipment to be installed on three 2023 Western Star model 47X patrol trucks. The procurement involves comprehensive truck modifications, including 14-foot stainless steel dump box bodies, hydraulic systems with 30-gallon reservoirs, Force model series 6100 control centers, tailgate sanders with dual spinners and pre-wet systems, heavy-duty underbody scrapers, lighting and electrical systems, and tire chains. Additionally, the bid includes a separate line item for converting an existing tri-axle truck to a quad-axle configuration with extended dump body modifications. Bidders must be original manufacturers or authorized distributors with five years of experience in snow and ice equipment and must provide three references from comparable-sized institutions. The bid was due by 2:00 PM on January 5, 2023, with an anticipated contract start date of January 20, 2023, through December 31, 2023, and potential for three optional one-year renewals. Evaluation will be based on the lowest responsive, responsible bidder meeting all specifications, with a daily penalty of $100 per unit for late delivery.

The contract does not specify explicit set-aside designations for disadvantaged enterprises. Bidders must deliver equipment to the Portage County Highway Department at 800 Plover Rd, Plover, WI 54467, with all transportation, freight, insurance, and installation costs included in the bid price. Portage County is exempt from federal excise and Wisconsin sales taxes. Warranty requirements include a minimum two-year coverage on snow and ice equipment, three years on hydraulics and electronic controls, and five years of paint warranty against rust and flaking. All warranty work must be completed within 48 hours of notice, and subcontracting requires pre-approval, with the prime contractor remaining responsible for all subcontractor work and payment. While specific budget ranges are not detailed, the comprehensive nature of the equipment and modifications suggests a significant procurement value. The contract allows for potential extensions through December 31, 2025, for additional builds using the established pricing.
