About this opportunity
San Mateo County Parks Department is issuing an informal Request for Proposals for hazardous tree mitigation and woody debris management services at Wunderlich County Park and an adjacent residential property (730 Bear Gulch Road) in Redwood City, California. The procurement requires the safe removal and management of four trees—three hazard trees and one downed Douglas-fir—along with comprehensive woody debris processing and site restoration. Deliverables include tree removal compliant with ANSI Z133 Safety Standards and ANSI A300 Tree Care Standards, woody debris management through chipping and broadcasting material less than 16 inches onto park land, hauling of larger logs to green waste facilities, retention of specified logs on park land (minimum 15 feet from Bear Gulch Road, separated by twice their diameter), implementation of traffic control and erosion minimization measures, and final reporting of woodchip and mulch volumes generated. Contractors must meet minimum qualifications including $1,000,000 in comprehensive general liability, motor vehicle liability, and professional liability insurance; prevailing wage compliance for all workers; and at least one ISA-certified arborist on staff. Mandatory pre-proposal meetings are scheduled for March 13, 2026, at 10:00 AM and 11:00 AM at Wunderlich County Park's parking lot. Electronic proposals are due by 11:55 PM on March 18, 2026, via the OpenGov Procurement portal, with contract award anticipated on March 19, 2026, and a two-month contract term. Evaluation criteria include price and project approach/proposed schedule.
San Mateo County has adopted a Procurement Preference for Local Businesses and Local Non-Profits Ordinance, providing preferences for local businesses, non-profits, small businesses, and micro businesses headquartered in San Mateo County; however, the County reserves the right to waive or make exemptions to this ordinance if determined to be in the best interests of the County. No incumbent vendors or existing contractor information is specified in the procurement documents. The RFP does not identify a specific budget or award value; pricing is to be submitted as line-item quotes for four distinct work items: hazard tree removal for a 13-inch diameter Douglas-fir (Unique ID: PSME-02182026-1230-1), small oak hazard tree removal for an 8-inch diameter Coast live oak (Unique ID: QUAG-02182026-1241-1), large oak hazard tree removal for a 16-inch diameter Coast live oak (Unique ID: QUAG-02182026-1241-2), and downed tree removal with woody debris management for the 56-inch diameter, 150-plus-foot-long downed Douglas-fir (Unique ID: PSME-02182026-1230-2).
Opportunity text
The San Mateo County (SMC) Department of Parks is here to provide the public with recreational opportunities in a safe and effective manner, and to protect and enhance the natural resources of the County.
SMC Parks operate 24 separate parks, encompassing over 16,000 acres, and 190 miles of county and local trails. Parks are located throughout the County and represent a wide variety of natural settings including a coastside marine reserve, a bayside recreational area, coastal mountain woodland areas, and urban site. Approximately 3 million visitors utilize the various trails and parks maintained by SMC.
Furthermore, to improve access and public safety, SMC Parks manages hazard trees located near high use areas and critical infrastructure. Managing trees around high use public areas is essential to SMC Park's safety mission. A total of four (4) trees are being requested for removal and woody debris management. Three (3) of the trees were identified as hazard trees and one (1) tree was windthrown to the ground. The trees and woody debris are located along Bear Gulch Road in Redwood City. The project boundaries are within Wunderlich County Park and at a residential property across from the park (730 Bear Gulch Road).
