About this file

This is an informal Request for Proposals issued by the San Mateo County Department of Parks for hazardous tree mitigation and woody debris management services at Wunderlich County Park and an adjacent residential property located at 730 Bear Gulch Road in Redwood City, California. The project requires the safe removal of four trees—three identified hazard trees and one windthrown tree—along with comprehensive woody debris processing and site restoration. Deliverables include tree removal compliant with ANSI Z133 Safety Standards and ANSI A300 Tree Care Standards, woody debris management through chipping and broadcasting material less than 16 inches onto park land, hauling of larger logs to green waste facilities, retention of specified logs on park land with minimum 15-foot setbacks from Bear Gulch Road, implementation of traffic control and erosion minimization measures, and final reporting of woodchip and mulch volumes generated. Mandatory pre-proposal meetings are scheduled for March 13, 2026, at 10:00 AM and 11:00 AM at Wunderlich County Park's parking lot, with registration required via email to fguzman1@smcgov.org. Electronic proposals must be submitted by 11:55 PM on March 18, 2026, via the OpenGov Procurement portal. Contract award is anticipated on March 19, 2026, with a two-month contract term.

Contractors must meet minimum qualifications including $1,000,000 in comprehensive general liability, motor vehicle liability, and professional liability insurance; prevailing wage compliance for all workers; and at least one International Society of Arboriculture (ISA) certified arborist on staff. Pricing is to be submitted as line-item quotes for four distinct work items: hazard tree removal for a 13-inch diameter Douglas-fir, small oak hazard tree removal for an 8-inch diameter Coast live oak, large oak hazard tree removal for a 16-inch diameter Coast live oak, and downed tree removal with woody debris management for a 56-inch diameter, 150-plus-foot-long downed Douglas-fir. No specific budget or award value is identified in the procurement documents. San Mateo County has adopted a Procurement Preference for Local Businesses and Local Non-Profits Ordinance, providing preferences for local businesses, non-profits, small businesses, and micro businesses headquartered in San Mateo County; however, the County reserves the right to waive or make exemptions if determined to be in the best interests of the County. Request for Proposals (RFP - Informal) for SMC Parks:

WCP Woody Debris Management

Parks Department

RFP - Informal No. 2026-RFP - Informal-00405

RFP - Informal Contact: Travis Dunn tdunn1@smcgov.org

1. Introduction and Schedule

The County of San Mateo (the “County” or “SMC”) covers most of the San Francisco Peninsula. The region covers 744 mi and is home to nearly 800,000 residents and 20 incorporated cities. The County provides for the health and welfare of all people within its borders and serves as the local government for the unincorporated areas. Innovation thrives here in industries including bioscience, computer software, green technology, hospitality, financial management, health care, education and transportation. The

County prides itself on how that prosperity fosters its commitment to protecting and enhancing the health, safety, welfare and natural resources of the community.

1.1. Summary

The San Mateo County (SMC) Department of Parks is here to provide the public with recreational opportunities in a safe and effective manner, and to protect and enhance the natural resources of the

County.

SMC Parks operate 24 separate parks, encompassing over 16,000 acres, and 190 miles of county and local trails. Parks are located throughout the County and represent a wide variety of natural settings including a coastside marine reserve, a bayside recreational area, coastal mountain woodland areas, and urban site.

Approximately 3 million visitors utilize the various trails and parks maintained by SMC.

Furthermore, to improve access and public safety, SMC Parks manages hazard trees located near high use areas and critical infrastructure. Managing trees around high use public areas is essential to SMC Park's safety mission. A total of four (4) trees are being requested for removal and woody debris management.

Three (3) of the trees were identified as hazard trees and one (1) tree was windthrown to the ground. The trees and woody debris are located along Bear Gulch Road in Redwood City. The project boundaries are within Wunderlich County Park and at a residential property across from the park (730 Bear Gulch Road).

1.2. Background

All work performed in SMC Parks must abide by ANSI Z133 Safety Standards, ANSI A300 Tree Care

Standards, and ISA BMP's. Communication with ranger and Parks staff as requested is essential for a successful project.
