Cost-plus-a-percentage-of-cost arrangements are prohibited. Travel reimbursement, if proposed as a direct cost, is limited to commercial airline coach fares, ground transportation at IRS rates or minimum $0.45 per mile, lodging not exceeding $250.00 per night, meals of $90.00 daily for multi-day travel or $40.00 daily for single-day travel, and internet connectivity, with receipts required for lodging and airfare. Entertainment and alcoholic beverages are not reimbursable.
Respondents must carry General Liability Insurance ($1 million per occurrence), Workers' Compensation as required by law, Automobile Liability Insurance ($1 million combined single limit), Professional Liability Insurance ($1 million), and Cyber Insurance ($3 million per claim/aggregate). Compensation will be paid monthly according to a rate schedule to be established, due thirty days after County receipt, excluding applicable New Mexico gross receipts taxes. The County will conduct submission review between August 6–20, 2026.
Opportunity text
Youth in our community face increasing challenges related to substance use and behavioral health, yet there is a lack of developmentally appropriate, evidence-based recovery supports tailored to juveniles. Traditional programs often fail to engage adolescents or address their unique needs for skill-building, autonomy, and motivation. There is a clear need for structured, youth-centered programming such as SMART Recovery, which uses cognitive behavioral and motivational approaches to help participants develop coping strategies, manage impulses, and build resilience. Contracted facilitation of juvenile-focused SMART Recovery meetings will provide a consistent, supportive environment that promotes positive behavior change, reduces recidivism, and supports long-term well-being.
