About this opportunity
Illinois Department of Transportation is soliciting electronic bids for Contract No. 80D34, a SMART hot-mix asphalt overlay on 1.46 miles of IL-59 (Hawthorne Road) in the Village of Barrington Hills, Cook County, with bids due November 6, 2026 before 12:00 p.m. through the iCX-Integrated Contractors Exchange system. The project is funded with federal-aid NHPP (National Highway Performance Program) dollars, and contractors must comply with federal requirements including Equal Employment Opportunity provisions, payroll record submission, and a Disadvantaged Business Enterprise participation provision included in the contract documents.
The scope covers hot-mix asphalt surface removal, placement of hot-mix surface and binder courses, pavement patching, pavement marking placement, and incidental work. The project runs from 200 feet south of IL-62 (Algonquin Road) to 100 feet north of IL-68 (Dundee Road). The contractor must maintain normal roadway operations, provide traffic control and protection throughout the project, and follow District One traffic signal procedures. Construction sequencing involves multiple stages with defined utility coordination timelines, and the contractor must protect AT&T, ComEd, Nicor, and US Signal/Turnkey facilities from damage. Specifications address hot-mix asphalt construction, materials quality, equipment, and quality control/quality assurance protocols.
Awards go to the lowest responsive and responsible bidder. A Bituminous Price Index cost-adjustment provision is available as an optional term to address fluctuations in bituminous material costs.
