About this opportunity

The Florida Department of Financial Services, Division of Office of Information Technology is soliciting information from prospective vendors to challenge a single-source procurement of SmartAMS software and associated services, with responses due June 16, 2026 at 3:30 p.m. ET. This is a sole-source intent notice under section 120.57(3) F.S.; the Department intends to award to Smart IT Tools, LLC unless prospective vendors demonstrate the services are available from other sources.

The scope is business function-specific software and IT consultation services for an access control management system. SmartAMS enforces authentication and authorization controls over IT resources through structured delegation, role and entity management, approval workflows, recertification, and audit reporting. The Department cannot modify or independently update the software because it does not own the source code. Smart IT Tools, LLC originally installed and configured the proprietary platform in July 2021 and remains the sole provider.

The estimated contract value is $134,760 for a 37-month term beginning June 1, 2026 and extending through June 30, 2029. The single-source justification rests on the proprietary nature of the software and Smart IT Tools' exclusive provider status. Inquiries should be directed to Andrea Brooks, DFS Purchasing, at DFSPurchasing@myfloridacfo.com or 850-413-2070.
