About this file
This is a Description of Intended Single Source Purchase form (PUR 7776) issued by the Florida Department of Financial Services (DFS), Office of Information Technology, for the procurement of SmartAMS software and associated services. The Department seeks to procure a business function-specific software solution and information technology consultation services from Smart IT Tools, LLC for a 37-month term beginning June 1, 2026, and extending through June 30, 2029. Prospective vendors interested in providing these services must submit relevant information no later than June 16, 2026, at 3:30 p.m. Eastern Time. The Department will evaluate any information received from prospective vendors to determine whether the services are available from sources other than the single source identified.
The estimated dollar amount for this single source procurement is $134,760.00. Smart IT Tools, LLC originally installed and configured the proprietary SmartAMS platform in July 2021 and remains the sole provider of this access control management system software. SmartAMS is designed to enforce authentication and authorization controls over IT resources through a structured delegation model, and includes role and entity management, approval workflows, recertification, and audit reporting capabilities. The Department cannot modify or update the software independently because it does not own the source code. Contact information for inquiries is provided as Andrea Brooks, DFS Purchasing, at DFSPurchasing@myfloridacfo.com or 850-413-2070. The single source justification is based on the proprietary nature of the software and the exclusive provider status of Smart IT Tools, LLC.
