About this opportunity

Palm Beach County Board of County Commissioners issued a Request for Quotation (RFQ) for small engine on-site repair services and Original Equipment Manufacturer (OEM) parts under a term contract, with responses due January 31, 2023, at 4:00 p.m. local time via fax or email. The procurement seeks qualified vendors to provide comprehensive repair services for small gasoline and diesel-fueled engines and associated equipment, including chainsaws, portable pumps, generators, gasoline-powered ventilation equipment, lawn blowers, and miscellaneous gasoline-powered rescue equipment, with services performed on-site at any location throughout Palm Beach County. The successful vendor must be capable of providing 24-hour, seven-days-a-week service and must comply with original manufacturer specifications and industry safety standards, utilizing only authorized OEM replacement parts unless otherwise approved in writing. Pricing shall be submitted as firm, fixed hourly rates for standard work (7:30 a.m. to 5:00 p.m., Monday through Friday, excluding holidays), with overtime and weekend rates at 1.5 times the standard rate and holiday rates at 2.0 times the standard rate, with all quoted prices including labor, supervision, tools, materials, equipment, fuel, mileage, mobilization, demobilization, insurance, and incidental expenses. Required qualifications include certification as a Briggs and Stratton Master Mobile Service technician with experience in small engine repair and maintenance, factory authorization as a dealer for Stihl, Echo, Kohler, Honda, and Briggs & Stratton products with adequate parts inventory, submission of a minimum of three professional references from similar work completed within the past three years, and Commercial General Liability Insurance ($500,000 minimum), Business Auto Liability Insurance ($500,000 minimum), and Workers' Compensation Insurance coverage.

The solicitation includes provisions for Small/Minority/Women Business Enterprise (S/M/WBE) participation goals and local preference options available to Palm Beach County businesses, with no incumbent vendors or current contractors identified in the procurement documents. The contract will be awarded on an initial 12-month term with an anticipated expenditure value of $72,500, renewable for up to four additional 12-month periods at the mutual written agreement of both parties, for a potential maximum contract value of $362,500 over the full five-year period. Quoters must comply with various Florida statutes and Palm Beach County ordinances regarding nondiscrimination, public records, and vendor eligibility, and may be subject to criminal history records checks for certain facilities. Parts and materials shall be supplied at the quoter's cost plus shipping, documented with original manufacturer cost receipts, and must not exceed the quoter's price to its most favored customer or current market price, whichever is lower.
