About this opportunity

The Tiadaghton Valley Municipal Authority is soliciting sealed bids for a Sludge Drying Bed project to be executed through electronic submission via PennBid by October 3, 2025, at 2 P.M. local time. The procurement involves construction of sludge drying infrastructure at the Wastewater Treatment Plant located at 290 Rice Road in Jersey Shore, Pennsylvania. A mandatory pre-bid conference will be held on September 16, 2025, at 10:00 AM at the project site, which is strongly recommended for potential bidders. Each bid must include a certified check or bid bond representing 10% of the total bid amount, serving as a contract execution guarantee. Bidding and contract documents are available for free online through PennBid after registration, with printing costs borne by interested parties. Contractors must comply with Davis Bacon Wage Rate requirements and prepare bids accordingly, with detailed specifications outlined in the attached project manual and bidding drawings.

The procurement opportunity appears to have specific non-discrimination requirements, mandating that contractors ensure equal employment opportunities regardless of race, age, color, religion, sex, national origin, or handicap status. Compliance is required with the Americans with Disabilities Act, Pennsylvania Human Relations Act, and related federal and state non-discrimination regulations. While specific set-aside designations are not explicitly detailed, the comprehensive documentation suggests a commitment to inclusive contracting practices. The project involves two primary documents: a 10MB set of bidding drawings and a 7MB project manual, providing comprehensive technical specifications for the sludge drying bed infrastructure. Although a precise budget range is not specified in the provided documentation, the comprehensive bidding requirements and technical complexity suggest this is a significant municipal infrastructure investment targeting wastewater treatment facility improvements.
