About this opportunity

The Idaho Transportation Department is soliciting quotes for a Skip-Line Data Logging System under RFQ 1394, with quotes due September 23, 2026. This is a brand-name-only procurement restricted to authorized Skip-Line Data Logging System distributors or manufacturers; no alternative products or substitutes will be evaluated.

Vendors must be authorized distributors or manufacturers with written agreements from the manufacturer. Quotes must include a price sheet, signature page, insurance documentation, and evidence that the offered item meets all solicitation requirements. Submission is electronic through the IPRO Powered by LUMA portal or by email to Kirk Anderson (kirk.anderson@itd.idaho.gov, 208.334.8084).

Delivery is required within sixty calendar days after purchase order issuance, FOB Destination with freight prepaid, to ITD's Boise location (3311 West W State Street, Boise, ID 83703). Deliveries must occur Monday through Thursday between 8:00 a.m. and 3:00 p.m. local time, excluding Idaho state holidays. ITD will accept or reject the system within fourteen calendar days of delivery.

The manufacturer's standard warranty must cover the system for a minimum of twelve months after acceptance, including all tools, parts, equipment, labor, travel, and freight, with warranty work completed within thirty calendar days of written notice.

Award will be made to the responsive, responsible vendor offering the lowest cost. Invoicing must occur within thirty calendar days of acceptance, with payment made under Idaho Code 67-2302. Vendor pricing must remain firm for ninety days following the closing date. All state contracts are subject to Idaho's standard contract terms and conditions, including data security requirements compliant with FIPS 140-2 for any Non-Public or Personal State Data, and a 1.25% administrative fee for statewide blanket purchase orders.
