About this opportunity

The California Department of Transportation (Caltrans) has issued a Competitive Informal Request for Quote (RFQ #2026*123) for a Sitecore Perpetual License Maintenance Renewal, specifically targeting the department's web content management software requirements. The procurement seeks one unit of Sitecore license maintenance renewal for each of three consecutive years, with the solicitation released on November 5, 2025. Critical deadlines include written questions due by November 12, 2025, at 5:00 PM, and quote submissions due by November 19, 2025, at 5:00 PM, with a Notice of Intent to Award anticipated on December 3, 2025. The contract will be awarded to the responsible bidder submitting the lowest compliant quote, with quotes remaining valid for 60 days from the due date. Bidders must submit a comprehensive package including a signed RFQ form, Bidder Declaration Form (GSPD-05-105), and applicable certifications, with delivery required as soon as possible following order receipt under FOB Destination and freight prepaid terms. The procurement incorporates references to Bidder Instructions, IT General Provisions, and Security and Privacy General Provisions, with a focus on ensuring business continuity for the department's web management capabilities.

The solicitation includes several set-aside designations and preferences for small businesses, with a five percent preference for certified Small Businesses (SB) and Microbusinesses (MB), and an additional five percent incentive for Disabled Veteran Business Enterprises (DVBE). Bidders claiming SB or DVBE status must submit a Commercially Useful Function Certification Form (ADM 3025) and relevant status declarations. The procurement allows for proposed equivalent items meeting specified requirements, with all quotes required to be inclusive of all costs and no additional payments permitted unless separately specified. Bidders must provide evidence of California seller's permits and may be required to demonstrate financial resources and expertise. Any protests regarding the award must be submitted in writing to the DGS Procurement Division Deputy Director within five working days of the Notice of Intent to Award, with final resolution authority held by the Victim Compensation and Government Claims Board. While a specific contract value is not explicitly stated, the solicitation suggests this is a critical ongoing maintenance renewal for the department's web content management infrastructure.
