About this opportunity
The Florida State Guard is conducting a single-source procurement for specialized camera and sensor technology from Trakka Systems, located in Florida, specifically targeting advanced surveillance equipment for search and rescue operations on state aircraft. The procurement involves purchasing one Trakka 300 and two Trakka TLXC units with sophisticated electro-optical and infrared imaging capabilities designed for military rotary wing aircraft. These systems feature advanced image processing technologies that enable operators to detect visual information through challenging environmental conditions like fog, haze, low light, and darkness. The equipment can interface with moving map systems and secure data links, providing enhanced situational awareness through augmented reality overlays and synthetic systems. The solicitation was posted on March 7, 2025, with proposals due by March 27, 2025, and is specifically focused on augmenting the existing TK-7 ASO overwatch system for the Florida State Guard's aerial reconnaissance missions.
This procurement appears to be a direct, sole-source acquisition without typical competitive bidding restrictions, indicating Trakka Systems is considered the exclusive manufacturer meeting the state guard's specific technical requirements. The total estimated value of the procurement is $1,700,000, with key approvals obtained from John Conner (Purchasing Director), LTC. Terrence Gorman (Deputy of JAG), and Edward Bouza (Budget Officer). While the document does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises, it does emphasize the unique technological capabilities of Trakka Systems as justification for the single-source selection. The procurement is specifically targeted for Leon County and will integrate with existing Florida State Guard aircraft infrastructure. The systems are intended to provide critical vision technologies for airborne missions, with an emphasis on real-time information sharing and enhanced operational capabilities during search and rescue operations.
Opportunity text
The Florida State Guard is seeking to purchase from Trakka Systems, a Florida company, a camera with EO/IR sensors that are augmented with sophisticated image processing allowing users to see through conditions of fog, haze, low light and darkness. Image blending is used to exploit images from the different sensors to extract features that would otherwise go undetected by a single sensor. All systems can be interfaced with moving map systems and secure data links. These attributes enable operators and command centers to share mission critical information in real time whilst providing enhanced situational awareness via augmented reality overlays or pure synthetic systems. This system will also augment the TK-7 ASO overwatch system. This system is for use on Florida State Guard aircraft for search and rescue operations. Trakka Systems is the manufacturer for this product and therefore this is considered a sole source product.
