About this opportunity
The Florida School for the Deaf and the Blind (FSDB) in St. Johns County is seeking to procure NWEA MAP Growth proprietary licensing through a single source procurement mechanism for the fiscal year 2026-2027. This procurement encompasses educational software, teacher resource materials, and educational guidance services designed to support the monitoring, assessment, and achievement of FSDB's educational goals. The goods and services include MAP Suite components consisting of MAP Growth, MAP Accelerator, and MAP Reading Fluency, along with proprietary scoring and reporting software, access to an exclusive research database, and specialized reports for parents, students, teachers, and administrators. Key deliverables and outcomes include student-level data regarding college and career readiness, district-level growth analysis within content strands and skills concepts, and the unique ability to translate RIT scores to ACT and SAT career readiness metrics linked to a college explorer tool. The solicitation was posted on May 15, 2026, with a statutory fifteen business day notice period allowing potential alternative vendors to demonstrate their capability to fulfill requirements through June 8, 2026. The procurement is conducted pursuant to Florida Statutes 287.057(3), 120.57(3), and Rule 60A-1.045, F.A.C., with the agency's final award determination made solely at its discretion based on any responses received during the advertising period.
FSDB has designated this as a single source procurement limited to NWEA, identified as the intended source provider located at 121 NW Everett Street, Portland, Oregon 97209, a division of HMH Education Company. The justification for this single source designation is based on NWEA's exclusive ownership and provision of the MAP Suite, proprietary scoring and reporting software, trademarked Learning Continuum, unique RIT scale, exclusive content partnerships with entities such as Khan Academy, Newsela, and McGraw Hill, and sole control over the associated research database and test items. No set-aside designations or restrictions on organization types are identified in the available procurement documentation. The estimated not-to-exceed budget for this procurement is $9,500.00, representing the maximum anticipated expenditure for the full scope of MAP Growth proprietary licensing and associated services for the specified fiscal year.
