About this opportunity
The Florida School for the Deaf and the Blind (FSDB) is seeking a single source service agreement for proprietary Honeywell digital video monitoring equipment system maintenance. This five-year procurement is specifically for maintaining the existing Honeywell Access Control (EBI) and Video Management system (DVM), with a total not-to-exceed budget of $200,000. The contract requires specialized maintenance of electrical equipment, security software, and surveillance system monitoring, which can only be performed by Honeywell-trained technicians. The procurement is a non-competitive solicitation under Florida Statutes, with a defined advertisement period from April 21, 2025, to May 12, 2025. Honeywell International, Inc. / Honeywell Building Solutions, located at 9440 Phillips Highway, Suite 4 in Jacksonville, FL, is the intended sole source provider, as they are the only vendor with factory-certified personnel capable of modifying, servicing, and supporting the specific system components.
The procurement appears to have no specific set-aside designations or restrictions on responding organizations. The contract is exclusively for Honeywell's proprietary system maintenance, effectively limiting potential responders to Honeywell itself. The existing infrastructure consists of Honeywell's proprietary access control and digital video monitoring systems, which were originally installed by factory-trained Honeywell technicians. Honeywell technicians have comprehensive access to system literature, technical bulletins, system updates, and support from their Technical Assistance Center and Engineering Centers. The procurement covers St. Johns County and is authorized by Kim Whitwam, Director of Purchasing. The total contract value is $200,000, structured as a five-year service agreement for ongoing system maintenance and support.
