About this opportunity
The Florida School for the Deaf and the Blind (FSDB), located in St. Johns County, Florida, is seeking to procure crisis prevention intervention training services and materials through a single source procurement (SS-26-122) with an estimated not-to-exceed contract value of $34,999.00. This procurement covers ongoing training throughout fiscal year 2026-27, requiring FSDB to provide mandatory crisis intervention training to all staff members in compliance with organizational policy. The intended sole source vendor is the Crisis Prevention Institute, Inc., headquartered in Milwaukee, Wisconsin. CPI's training programs include Verbal Intervention, Nonviolent Crisis Intervention with Advanced Physical Skills, Dementia Capable Care, Prevention First Online Training, Classroom Culture, De-Escalation Basics, and specialty topics addressing Mental Health, Trauma, and Autism Spectrum Disorder. All trainers must maintain current certification in nonviolent crisis prevention methods. The single source advertisement was posted on March 31, 2026, with a statutorily mandated fifteen business day advertising period closing on April 21, 2026, at 4:00 PM. Vendors believing they can fulfill this procurement may submit information regarding their capabilities to Kim Whitwam, Director of Purchasing, at whitwamk@fsdbk12.org, and FSDB reserves the right to determine whether to proceed with the single source procurement or conduct a competitive procurement based on responses received.
FSDB justifies this single source procurement based on CPI's proprietary training materials and methods, which are protected by copyright and trademark, and has determined that CPI is the only approved vendor for providing these specialized services under FSDB policy. The procurement does not contain specific set-aside designations for disadvantaged enterprises or restrictions limiting respondent eligibility. The Crisis Prevention Institute, Inc. is the identified incumbent vendor and sole intended source, with its established intellectual property rights in training materials and methods serving as the primary justification for non-competitive procurement. The contract value of $34,999.00 represents the not-to-exceed budget allocation for crisis prevention training services, materials, and ongoing certification maintenance throughout the specified fiscal year. Organizations responding during the advertising period should submit their capability information to demonstrate their ability to meet FSDB's training requirements and policy mandates.
