About this opportunity

Florida School for the Deaf and the Blind (FSDB) has posted a single-source procurement notice for proprietary software and licensing agreements from Layered Solutions, Inc. to support its mass notification system for fiscal year 2026–2027, with responses due July 6, 2026. This is a statutorily mandated fifteen business day advertisement under Florida Statute 287.057(3), 120.57(3), and Florida Administrative Code Rule 60A-1.045; FSDB reserves discretion to conduct competitive procurement if responses demonstrate alternative sources.

Layered Solutions is identified as the sole manufacturer and support provider of the LSI software and mass notification solutions currently integrated into FSDB's infrastructure. The justification rests on Layered Solutions' exclusive ability to expand, maintain, and configure the proprietary LSI software and the Media Controller device (LSIH65205) used for digital signage within the existing system. No other source currently exists for the LSI software and mass notification system in use at FSDB.

The estimated not-to-exceed contract value is $240,000. Layered Solutions is located at 1528 East Greyhound Pass, Carmel, Indiana 46032.

Questions and alternative-source submissions should be directed to Christine Skaggs, Purchasing Analyst (skaggsc@fsdbk12.org), or Kim Whitwam, Director of Purchasing (whitwamk@fsdbk12.org).
