About this opportunity
The Florida School for the Deaf and the Blind (FSDB) is procuring FuelMaster FMLive Service Proprietary Software for fiscal year 2026-2027 through a single source procurement method. This acquisition involves network management software and fuel tank systems commodities necessary to maintain the organization's existing fuel management infrastructure. The primary objective is to obtain the proprietary software licenses required to activate fuel dispensers and access transaction data captured by the island controller within FSDB's current FuelMaster fuel management system, which is compatible exclusively with hardware models in the FuelMaster series 2000, 3000, 4000, 5000, and AIM product line. The procurement was publicly advertised on February 3, 2026, with a fifteen business day advertising period concluding on February 25, 2026, at 4:00 PM to comply with statutory mandates, though no competitive bidding process is anticipated. Vendors who believe they can fulfill the requirements are invited to submit information during this advertising window. All inquiries should be directed to Kim Whitwam, Director of Purchasing, at whitwamk@fsdbk12.org.
The single source acquisition is justified based on Syntech Systems, Inc.'s exclusive role as the sole designer, developer, copyright holder, and patent holder for the FuelMaster software and accompanying hardware. Syntech Systems, Inc., located at 100 Four Points Way, Tallahassee, Florida 32305, is the intended and only viable source for the procurement, as it exclusively maintains both the software and hardware components of the system. No restrictions or set-aside designations specific to disadvantaged enterprises or organization types are indicated in the procurement documentation. The organization's existing FuelMaster fuel management system infrastructure necessitates procurement from this sole source provider to ensure compatibility and continued operational capability. The estimated dollar amount not-to-exceed for this procurement is $3,000.
