About this file
This is a Single Source Advertisement (PUR 7776) issued by the Florida School for the Deaf and the Blind (FSDB) for the procurement of FuelMaster FMLive Service Proprietary Software. The advertisement was posted on February 3, 2026, at 4:00 PM and closes on February 25, 2026, at 4:00 PM, providing a fifteen business day advertising period as statutorily mandated. The procurement is for FY 2026-2027 and involves network management software and fuel tank systems commodities. No competitive bidding process is anticipated; however, vendors who believe they can fulfill the requirements are invited to submit information within the fifteen business day period.
The estimated dollar amount not-to-exceed is $3,000. The intended sole source provider is Syntech Systems, Inc., located at 100 Four Points Way, Tallahassee, Florida 32305. FSDB justifies the single source acquisition on the basis that Syntech Systems, Inc. is the sole designer, developer, and copyright holder of FuelMaster software, which is proprietary and compatible exclusively with FSDB's existing FuelMaster fuel management system hardware (model series 2000, 3000, 4000, 5000, and AIM product line). The fuel dispensers cannot be activated or access transaction data without the proprietary software. Syntech Systems, Inc. holds patents on the accompanying hardware and maintains both software and hardware. All inquiries should be directed to Kim Whitwam, Director of Purchasing, at whitwamk@fsdbk12.org.
