About this opportunity

The Florida School for the Deaf and the Blind (FSDB) is pursuing a single source procurement for crisis prevention training services through a non-competitive solicitation. This procurement is specifically for comprehensive crisis intervention training for all FSDB staff members, to be conducted throughout fiscal year 2025-2026. The sole source provider is the Crisis Prevention Institute (CPI), which offers specialized training programs covering verbal intervention, nonviolent crisis intervention, de-escalation techniques, and specialty topics related to mental health, trauma, and autism spectrum disorder. The training requires maintaining certification in nonviolent crisis prevention methods and utilizing CPI's proprietary, copyrighted training materials and methods. The procurement advertisement was posted on March 27, 2025, with a response deadline of April 17, 2025, providing a fifteen-business day window for potential vendors to submit alternative information. The primary contact for questions is Kim Whitwam, Director of Purchasing, who can be reached via email at whitwamk@fsdbk12.org.

This single source procurement is specifically for CPI's unique training services within St. Johns County, Florida, with no explicit set-aside designations or restrictions on organizational respondents mentioned. The estimated contract value will not exceed $34,999.00, covering ongoing training throughout the fiscal year. CPI is characterized as the worldwide leader in evidence-based de-escalation and crisis prevention training, with extensive experience in education, healthcare, human services, and retail sectors. The agency has determined that CPI's intellectual property rights and specialized training methods preclude meaningful competitive bidding. No incumbent vendors or existing technological infrastructure requiring integration are referenced in the procurement documents. The training will be mandatory for all FSDB staff and encompasses various specialized intervention techniques designed to address complex behavioral and crisis management scenarios.
