About this opportunity

Florida School for the Deaf and the Blind is issuing a sole-source advertisement for a three-year licensing agreement for BrainPOP educational technology, with the advertisement period closing August 25, 2026. This is a single-source procurement with no competitive bidding; the notice informs potential alternative vendors of the agency's intent to award to BrainPop LLC and allows vendors to submit information challenging the sole-source justification during the 15-business-day advertisement window.

The scope is a three-year license to BrainPOP's suite of proprietary educational websites comprising BrainPOP, BrainPOP Jr., BrainPOP Espanol, BrainPOP ELL, BrainPOP Francais, and BrainPOP Science — over 1,000 short animated movies for grades K–12 with accompanying quizzes and instructional materials covering science, social studies, English, mathematics, engineering, technology, health, and arts and music. All materials are aligned to state educational standards and designed to support classroom instruction.

The estimated not-to-exceed contract value is $15,700 over the three-year term covering fiscal years 2026 through 2029. The intended source is BrainPop LLC, 71 West 23rd Street, 17th Floor, New York, New York. The agency asserts that BrainPOP LLC is the sole United States provider of these specific products, which are protected by copyrights, trademarks, and service marks with no practically available alternatives offering equivalent purpose or function. BrainPOP LLC controls pricing through exclusive distribution and marketing rights, though certain territories may include non-exclusive resellers subject to the company's pricing. The agency retains sole discretion to conduct competitive procurement based on responses received during the advertisement period. Questions should be directed to Kim Whitwam, Director of Purchasing, whitwamk@fsdbk12.org.
