About this file
This is a Single Source Advertisement for a Sole Source Verification issued by the Florida School for the Deaf and the Blind (FSDB) for BrainPop Proprietary Educational Technology Licensing. The agency seeks to procure a three-year licensing agreement for BrainPOP's educational website platform, which provides over 1,000 short animated movies for students in grades K-12, accompanied by quizzes and related instructional materials. The curriculum content covers science, social studies, English, mathematics, engineering, technology, health, and arts and music, with all materials aligned to state educational standards. The procurement is intended for fiscal years 2026 through 2029. The advertisement period runs from August 4, 2026 at 4:00 PM through August 25, 2026 at 4:00 PM, representing the statutorily mandated fifteen business day advertisement period. No competitive bidding process is being conducted; rather, this notice informs potential alternative vendors of the agency's intended single source decision, allowing vendors who believe they can fulfill the requirements to submit information during the advertising period.
The estimated not-to-exceed dollar amount for the three-year contract is $15,700. The intended source is BrainPop LLC, located at 71 West 23rd Street, 17th Floor, New York, NY 10010. The single source justification is based on BrainPOP LLC's exclusive provider status for its proprietary products (BrainPOP, BrainPOP Jr., BrainPOP Espanol, BrainPOP ELL, BrainPOP Francais, and BrainPOP Science), which are protected by copyrights, trademarks, and service marks with no practically available alternatives offering equivalent purpose or function. BrainPOP LLC controls pricing due to exclusive distribution and marketing rights, though certain territories may have non-exclusive resellers subject to the company's pricing structure. All questions regarding this procurement should be directed to Kim Whitwam, Director of Purchasing, at whitwamk@fsdbk12.org. The agency retains sole discretion to conduct a competitive procurement based on responses received during the advertisement period.
