About this opportunity
The Rhode Island Department of Children, Youth and Families has issued RFI 27007012 for a statewide Single Point of Access (SPoA) for children's behavioral health, with responses due October 19, 2026 at 10:00 a.m. EDT. This is a Request for Information only; no award will be made as a result of this solicitation, and all vendors are eligible to respond.
The SPoA will function as a consistent, statewide pathway through which children, youth, and families are screened, comprehensively assessed, referred, and connected to behavioral health services, with follow-up until service connection is established. Core anticipated functions include statewide access and intake, screening and triage, comprehensive clinical assessment, service matching and referral, warm handoffs and follow-through, documentation in a single system of record, data reporting, and family and youth engagement. The Department seeks respondent input on critical operational and design elements including essential launch components, recommended staffing models with licensure requirements, technology platform architecture, data ownership and access, screening and assessment tools, metrics and measurable outcomes, coordination with existing systems, and establishment of physical presence in Rhode Island. The Department has not determined whether the SPoA will operate within a state-owned platform, a vendor-supplied platform, or a combination thereof, but emphasizes that the State will own all data, records, work products, and any state-specific software developed under any subsequent contract, with continuous access to data in usable format during and after the contract term.
Responses are not required to address all questions and must be submitted electronically through Ocean State Procures at https://webprocure.proactiscloud.com/login as single-spaced, typewritten documents in 12-point Times New Roman with 1-inch margins on 8.5" × 11" paper. Vendors must register in Ocean State Procures prior to submission. Questions are due September 28, 2026 at 1:00 p.m. EDT. All costs associated with responding are borne by vendors.
